Tahanan Dalam Lock-up Balai Polis

5. Enche' K. Karam Singh bertanya kapada
Menteri Keselamatan Dalam
Negeri ia-itu apa-kah sebab-nya maka
hanya Koh Pak Ngee dan Tan Pin
Ying di-antara orang yang di-tahan
baharu2 ini di-tahan dalam lock-up

Dato' Dr. Ismail: Tuan Yang di-
Pertua, orang2 yang berkenaan itu
Sabagaimana juga orang2 tahanan yang
lain telah di-tahan oleh pehak polis
bagi masa yang sa-singkat2-nya untok
menyempurnakan segala penyiasatan.

Enche' K. Karam Singh: Mr.
Speaker, Sir, why was it necessary that
the investigations into the case of these
two people were prolonged so long
after the investigations into the cases
of other detainees were terminated?
What were the special reasons?

Dato Dr. Ismail: Tuan Yang di-
Pertua, jawapan-nya senang sahaja
bahawa sa-paroh orang lekas dipereksa
dan sa-paroh-nya lambat.
Manusia pun ada berlainan tabi'atnya.

Enche Liu Yoong Peng (Rawang):
Mr. Speaker, Sir, what is the minimum
period of being kept in the lock-up?

Dato Dr. Ismail: Jawab-nya, tidak
ada minimum.

Enche V. David (Bungsar): Sir,
what is the maximum then? (Laughter).

6. Enche K. Karam Singh asks the
Minister of Internal Security to state
when Koh Pak Ngee and Tan Pin Ying
will be transferred to a detention camp.

Dato Dr. Ismail: Tuan Yang di-
Pertua, Koh Pak Ngee telah di-pindahkan
kapada satu tempat tahanan pada
26 haribulan January, 1961, dan Tan
fin Ying pula telah di-pindahkan pada
satu tempat pada 4 haribulan February,
1961.

Enche K. Karam Singh: Mr.
Speaker, Sir, supplementary question.
Where have these two detainees been
transferred to?

Dato' Dr. Ismail: That is a question
which, I think, I will be able to inform
the Honourable Member if it is only
for his information.

Enche' K. Karam Singh: I did not
hear that reply, Sir.

Dato' Dr. Ismail: Sir, if the Honour-
able Member would only listen to my
reply rather than thinking of asking
supplementary questions, perhaps he
would have heard my reply.

Mr. Speaker: Will you repeat your
reply? (Laughter).

Dato' Dr. Ismail: I said if he wants
the information for himself, I can give
it to him.

Enche' D. R. Seenivasagam: Mr.
Speaker, Sir, supplementary question.
May we know whether, from what the
Honourable Minister says, this House
is not entitled to know where these two
persons are being detained? And if the
answer is "No," then why are we not
being told?

Dato Dr. Ismail: Well, Sir, the
question was asked by the Honourable
Member for Damansara and I said that
if the Honourable Member is interested,
I will tell him. But if other Members
of the House are interested, I will tell
them too. (Laughter).

Enche D. R. Seenivasagam: Mr.
Speaker, Sir, I am interested myself.

Dato Dr. Ismail: I will give the
Honourable Member the information too.
Enche9 K. Karam Singh: Mr.
Speaker, Sir, I am not asking this
information privately. I am asking this
information so that the country can
know? and I expect the Minister will
honour his public obligation and give
us the information in this House.

Dato Dr. Ismail: Well, I will give it
to him at the next meeting of Parliament.

Dato Onn: Mr. Speaker, Sir, this
question is made in an open House, in
Dewan Ra'ayat, and it is incumbent
upon the Minister to reply to that
question openly; to give that information
to this House and not to any
particular individual.

Dato' Dr. Ismail: Sir, if the Honour-
High Street, able Member would only listen to my
rather than thinking of asking
supplementary questions, perhaps he
Batu Gajah. would have heard my reply.

Dato Dr. Ismail: Well, Sir, the
question was asked by the Honourable
Member for Damansara and I said that
if the Honourable Member is interested,
I will tell him. But if other Members
of the House are interested, I will tell
them too. (Laughter).

Enche D. R. Seenivasagam: Mr.
Speaker, Sir, I am interested myself.

Dato Dr. Ismail: I will give the
Honourable Member the information
too.

Enche K. Karam Singh: Mr.
Speaker, Sir, I am not asking this
information privately. I am asking this
information so that the country can
know? and I expect the Minister will
honour his public obligation and give
us the information in this House.

Dato Dr. Ismail: Well, I will give it
to him at the next meeting of Parliament.

Dato Onn: Mr. Speaker, Sir, this
question is made in an open House, in
Dewan Ra'ayat, and it is incumbent
upon the Minister to reply to that
question openly; to give that information
to this House and not to any
particular individual.

Dato' Dr. Ismail: I am not suggesting
that I am going to reply in secret.

Enche' K. Karam Singh: If the
Minister refuses to tell us where these
two detainees have been sent, Mr.
Speaker, Sir, I would want to know

whether they are in this country, or
whether they have been sent out of this
country; and what is their condition,
because the Minister's secretiveness
over this matter causes concern over
the safety of these two detainees.

Enche' S. P. Seenivasagam: Mr.
Speaker, Sir, supplementary question.
Is it not a fact that the Minister himself
does not know where these two men
are? Is that not the truth?

Dato' Dr. Ismail: There are only two
camps left.

Enche' D. R. Seenivasagam: Mr.
Speaker, Sir, a supplementary question
has been asked by me: will the
Honourable Minister disclose to this
House where these two persons are
being detained? We would like an
unequivocal answer to that question.

Mr, Speaker: You are asking him to
inform the House? (to Dato' Dr. Ismail)
Are you prepared to do it?

Dato' Dr. Ismail: Sir, there are only
two detention camps left. But if the
Honourable Member wants to know
exactly which one, I would require
notice of that.

Enche' V. David: Will the Honourable
Minister say that these people are
being detained under a disgusted place
of detention?

Dato' Dr. Ismail: They will not be
under any more severe circumstances
than the Honourable Member has
experienced. (Laughter).

Dato Onn: Sir, the Honourable
Minister has said that there are only
two detention camps left. Can he not
tell this House which one of the two
these people are detained in? (Laughter).

Enche' D. R. Seenivasagam: Mr.
Speaker, Sir, do we have an assurance
from the Honourable Minister that
these two persons at least are in one of
the two detention camps? (Laughter).

Dato' Dr. Ismail: Yes.
